In North Rhine-Westphalia (NRW), a significant surge in illegal drone flights over critical infrastructure has been observed, causing growing concern. Nathanael Liminski, the NRW State Chancellery chief and a member of the CDU party, has linked this trend to Russian aggression in Ukraine and the Kremlin's hybrid warfare strategies.

Over the past year, drone flights have been reported over a variety of critical facilities, including ministries, constitutional organs of the federal or state government, airports, industrial facilities, power plants, and hospitals. In 2022 alone, 64 such incidents were recorded, a marked increase from the 32 flights reported in 2021. As of April 10th, 2023, 25 such incidents have been documented.

The threat is felt more acutely than ever, with Liminski stating that the longer the war in Ukraine lasts, the more important it is to protect sensitive infrastructure from illegal drone flights. This concern is not limited to NRW, as the potential threat to the safety and security of these facilities is a matter of national importance.

To address this issue, NRW is focusing on advanced drone defense technologies and inter-state collaborations aimed at detection and neutralization. One such initiative is the "IDAS-PRO" project, developed by Fraunhofer FKIE, which offers an effective, open, and modular drone defense system adaptable for police forces and critical infrastructure protection. This system supports threat situation decision-making and offers flexible, software-based applications to detect and defend against unauthorized drones in real time.

NRW's drone defense strategies also involve inter-agency cooperation within Germany and international collaborations. The state collaborates with other German states and federal agencies on drone defense, sharing technology developments and jointly employing solutions like "IDAS-PRO." Germany also participates in broader European frameworks and coalitions focusing on drone technologies and countermeasures, facilitating knowledge exchange and coordinated responses to aerial threats.

Moreover, Germany plans to deepen defense cooperation with international partners such as Israel on developing integrated cyber and drone defense systems, which may extend to NRW's efforts to secure critical infrastructure against drone threats.

While the capital city of Berlin may also be involved in the development of a drone defense strategy, as implied by the need for cross-border cooperation, the state government of NRW has not yet developed its own strategy for drone defense. However, drone defense is being treated with increasing urgency by the NRW state government, with Liminski emphasizing that it should not be a patchwork, but a unified and coordinated effort.

Critical infrastructure in NRW includes sectors such as energy, food and water supply, transport, healthcare, and telecommunications. As the number of illegal drone flights continues to rise, the need for effective and coordinated drone defense strategies becomes increasingly crucial.
