Telecom giant Rostelecom addresses the restriction of calls in messaging applications
In a move aimed at combating cyber fraud and related criminal activities, Russia has partially blocked voice and video calls on popular messaging apps WhatsApp and Telegram [1][3]. The decision, announced by Russia’s telecom regulator Roskomnadzor in August 2025, follows concerns about the platforms being heavily used for fraud, extortion, sabotage, and terrorism-related activities involving Russian citizens.
The ban, which began being tested in early August and was confirmed around August 10–13, affects calls but not text messaging [1][2][4]. Russia’s major telecom operators, including MTS, MegaFon, Beeline, and Tele2, have requested the block and are encouraging users to redirect traffic to domestic alternatives, such as the government-supported "super app" Max, which is modelled partly on China’s WeChat [1][2][4].
Authorities argue that the restrictions are necessary to fight criminals who exploit encrypted communication services that don’t share user data with Russian law enforcement. However, officials have indicated that the ban could be lifted if WhatsApp and Telegram open local offices and comply with Russian data-sharing laws [2].
WhatsApp, which is owned by Meta, has condemned the move, calling it an attempt to violate people’s right to secure, end-to-end encrypted communication for over 100 million Russian users [1]. In response to the ban, users have been massively complaining about messenger malfunctions for several days, with over 5,100 complaints about WhatsApp malfunctions received in the last 24 hours, according to Downdetector.
Meanwhile, Roskomnadzor has declined to comment on information about blocking calls in foreign messengers shared by a source in the government with Cautiously Media on August 9 [5]. There has been no information provided about an initiative related to the launch of the 500th base station "Bulat", which was launched in the Kursk region [6].
This move fits into a broader government strategy to promote Russian domestic apps and enhance state oversight of communications [3][4]. It is important to note that Meta, WhatsApp’s parent company, is recognized as extremist and banned in Russia.
