U.S. President Donald Trump signed three executive orders on July 23, 2025, as part of a broader AI Action Plan to strengthen U.S. leadership in Artificial Intelligence and promote reshoring of jobs through technological innovation and manufacturing automation.
The AI Action Plan, titled "Winning the AI Race: America’s AI Action Plan," contains over 90 policy actions centered on three pillars:
- Accelerating AI Innovation
- Building American AI Infrastructure
- Leading in International AI Diplomacy and Security
These actions build on Executive Order (EO) 14179, “Removing Barriers to American Leadership in Artificial Intelligence,” signed in January 2025, which aimed to sustain and enhance America’s global AI dominance.
The approach features deregulatory measures focused on eliminating burdensome state AI rules, restrictions affecting innovation, and prior Federal Trade Commission actions. The plan also directs revision of the NIST AI Risk Management Framework to remove references to Diversity, Equity, and Inclusion concepts, emphasizing “ideologically neutral” AI systems.
Three specific executive orders signed on July 23, 2025, include:
- Preventing Woke AI in the Federal Government — focuses on federal AI procurement practices to avoid inclusion of politically motivated or “woke” considerations in government AI systems.
- Accelerating Federal Permitting of Data Center Infrastructure — aims to expedite permitting processes critical to expanding AI infrastructure in the U.S., supporting faster deployment of data centers needed for AI development.
- Promoting the Export of the American AI Technology Stack — seeks to enhance U.S. leadership by facilitating global export and adoption of U.S.-developed AI technologies, thereby strengthening geopolitical influence through AI.
Complementing AI leadership goals is Trump’s $12 trillion manufacturing and reshoring initiative emphasizing automation, robotics, and AI as central to restoring U.S. manufacturing competitiveness and national security. This strategy, named the National Robotics Strategy, aims to reduce dependency on foreign supply chains and envisions a transformative manufacturing boom led by humanoid robotics and AI systems, generating massive economic impact and reshoring of jobs.
President Trump’s administration frames these actions under the slogan “Build Baby Build!” aiming for U.S. global dominance in AI powered by American workers, infrastructure, technology, and energy. The underlying goal is to accelerate AI-driven economic growth and innovation while reversing previous regulations considered restrictive.
At the AI Summit on Wednesday, Trump declared that under his presidency, the days of globalism in the tech industry are over, and the emphasis on putting America first in the tech industry is a recurring theme in his remarks. A White House AI Action Plan has also been established to guide national policy on artificial intelligence.
- The policy actions outlined in the AI Action Plan, particularly the executive order titled "Preventing Woke AI in the Federal Government," aim to ensure that government AI systems avoid the inclusion of politically motivated considerations, aligning with President Trump's emphasis on politics and policy-and-legislation.
- As part of Trump's $12 trillion manufacturing and reshoring initiative, the National Robotics Strategy emphasizes the central role of automation, robotics, and artificial-intelligence in restoring U.S. manufacturing competitiveness. This strategy also highlights the general-news of reshoring jobs and reducing dependency on foreign supply chains.
