Revised project renovation seeked for health initiatives by QS

Revised project renovation seeked for health initiatives by QS

The Administration Committee (CAP) of Quebec's parliament is set to review the progress of major IT transformation projects in Santé Québec, following a call from Quebec Solidaire MNA, Vincent Marissal. The committee, presided over by Monsef Derraji of the Coalition avenir Québec, is set to hold a lecture by Marissal to discuss the matter.

The focus of the review is the Digital Health Record (DHR) project, which has seen its estimated cost increase from $307 million to $402 million due to underestimation of workforce training costs. Marissal is particularly concerned about potential cost overruns and wants regular updates to avoid future scandals.

The DHR project, recently given an additional $95 million by the Legault government, is scheduled to launch in two regions in November. However, the date of Marissal's lecture before the committee to discuss the project's progress is not publicly available.

Marissal also intends to question the heads of the digital shift in health at Santé Québec about the costs associated with IT projects, including the DHR. He believes that summoning Santé Québec for regular updates on IT projects would help "restore the dignity" of the CAP committee and show that it is more than just a "social club".

Meanwhile, concerns about cost overruns have led Québec solidaire to request a moratorium on the attribution of new digital transformation projects of the State until the recommendations of the Gallant commission are known.

Another major IT project under review is SIFARH, which currently has an estimated cost of $430 million, twice the original plan. The Minister of Cybersecurity and Digital (MCN), Gilles Bissonnette, had previously requested the cancellation of SIFARH. However, Santé Québec claims to be conducting rigorous follow-up in collaboration with the MCN and the Ministry of Health and Social Services (MSSS) on the project.

In a related development, it has been reported that the office of the former Minister François Bonnardel knew that parliamentarians had not received the correct information about the SAAQclic project in 2021 but did not intervene.

Marissal's call for a parliamentary review comes as the DHR project was reported in a decree published last week in the Official Gazette. Scenarios for delays in the DHR project are being considered, adding to the urgency of the review. As the review unfolds, the public will be closely watching the progress of these major IT transformation projects in Santé Québec.
