Online access to hospital records is now possible through the Enbek HR app.
The Ministry of Health in Kazakhstan is initiating the transition to an electronic format for the top eight most frequently requested medical certificates, commencing from 2025. This move aims to provide greater convenience for citizens, as they will no longer need to carry physical copies, thus saving both time and resources.
The following medical certificates will be converted to the digital format:
- Temporary Disability Certificate (Sick Leave)
- 075/у "Medical Certificate"
- 026/у "VKK Conclusion"
- 073/у "Certificate for Vehicle Management"
- 069/у "Spa-Cure Card"
- 052-2/у "Child Health Passport"
- 076/у "Weapon Permit Certificate"
- 038/у "Temporary Disability Certificate"
The ministry points out that digital medical documents eliminate the risk of falsification and unauthorized provision.
Regarding sick leave requests, the ministry has revamped the business process. After being digitally signed by a medical organization employee within the MIS, sick leave documentation is transmitted, confirming its legitimacy. Employers will now receive electronic notifications about sick leaves being opened or extended through the hr.enbek.kz portal. Employees can access these sick leaves via the Enbek HR mobile app. Moreover, employees can send their sick leaves to their employer's personal cabinet, provided they have an active labor contract registered in the Unified System of Labor Contracts Accounting.
Employers will have an additional option to request their employees' sick leaves through the "Personal File" module on the hr.enbek.kz portal, provided they give consent for the processing of their personal data by June 1, 2025. As of now, 749 employees have submitted 825 sick leaves to 506 employers via the new mechanism. Electronic sick leaves are currently being implemented in all medical organizations.
Paper versions will remain in effect until June 1, 2025.
