New York to Introduce Benefits for Zero-Emission Vehicles' Operators

New York State is taking a significant step towards improving air quality and expanding affordable transportation options with the launch of the Clean Mobility Program. Administered by the New York State Energy Research and Development Authority (NYSERDA), this initiative offers over $21 million in funding for community-led, zero-emission mobility demonstration projects.

Who Can Apply and Where?

Eligible applicants for this program include local governments, transit operators, community-based organisations, and employers with more than 1,000 employees. The program prioritises projects in underserved communities, particularly those served by upstate investor-owned utilities such as the Bronx.

Project Requirements

Projects under the Clean Mobility Program can include e-bikes, e-scooters, EV ridesharing services, on-demand electric transit services, and shared electric vehicle options. Proposals for demonstration projects must include a comprehensive planning document that covers community engagement, site identification and operations, partner identification, technical feasibility assessments, and a policy and regulatory feasibility assessment. A minimum of 20% of the project cost must be covered by non-NYSERDA funding.

Funding Details

Each project can receive up to $3 million, with a total pool of over $21 million available. Up to $8 million is reserved for projects in specific state areas, including the Bronx, which can receive up to $3 million.

Application Deadline

Proposals for demonstration projects are due on September 25, 2025. Only one proposal per applicant will be awarded funding.

Additional Information

E-bikes and e-scooters must meet industry safety standards, such as being UL-certified. Priority is given to projects in disadvantaged communities, as defined by the Climate Justice Working Group. The funding is part of the Clean Mobility Program, which supports community-led demonstration projects.
