Major energy companies VERBUND and Fluence initiate expansive battery storage ventures in Germany
VERBUND and Fluence Collaborate on Large-Scale Battery Storage Projects in Germany
VERBUND and Fluence Energy GmbH have joined forces to develop large-scale battery storage projects in Germany, marking a significant stride in the country's efforts to strengthen its energy infrastructure and promote the integration of renewable energy sources. The collaboration aims to contribute a total output of over 92 MW and a storage capacity of 186 MWh.
The projects, located in Weißenthurm-Kettig, Rhineland-Palatinate, and Elsterberg-Coschütz, Saxony, will employ a modular system approach to improve performance and scalability. This partnership is another step towards a secure and affordable energy system in Germany, as outlined in the German coalition government agreement and the German regulator's scenario plan.
Regulatory Challenges
The battery storage sector in Germany faces several regulatory challenges, including grid fee and cost structures, grid connection capacity, and balancing grid costs and benefits. The impending expiration of grid fee exemptions for battery storage systems and the Federal Court of Justice's decision to charge battery storage projects the Baukostenzuschuss (BKZ) create cost uncertainties for developers.
Moreover, the rapid surge in large-scale battery storage project applications exceeds the grid capacity and operators' ability to process connection requests, leading to delays and uncertainties. Regulators and grid operators are working to balance cost recovery for grid expansions without discouraging storage deployment.
Technical Challenges
Large-scale battery storage projects must be carefully integrated to provide grid stability and flexibility. High volumes of storage installations compete for limited grid connection capacity, potentially causing congestion and grid reliability risks. Germany’s growing battery storage capacity demands advanced technical solutions for managing power quality, response times, and coordination with renewable generation assets.
Many battery projects require costly grid infrastructure upgrades to accommodate additional storage capacity, triggering BKZ fees and requiring coordination with Distribution System Operators (DSOs) and Transmission System Operators (TSOs). This increases project complexity and timelines.
Addressing the Challenges
Addressing these issues requires coordinated regulatory reforms, transparent cost frameworks, and advanced grid planning to support the sector’s growth while maintaining grid stability. Fluence has demonstrated robust cybersecurity measures that align with stringent system security standards. VERBUND's specially developed trading algorithms ensure the intelligent placement of offers while considering opportunities across all markets.
Markus Meyer, Managing Director of Fluence Energy GmbH, stated that the projects are an important step toward strengthening Germany's energy infrastructure. Karl Potz, Head of Battery Storage Systems at VERBUND, emphasized the importance of reliable partners like VERBUND and Fluence for successful energy storage projects.
