Kazakhstan Nationals Restricted from Simultaneous Employment in Multiple Locations?
In a bid to modernize and streamline labor relations, the Ministry of Labor and Social Protection in [Country] has introduced the Unified System of Labor Contract Accounting (ESUCL). This system, aimed at formalizing the labor relations of citizens and ensuring their labor rights, allows for the refusal of traditional labor contracts and other paper documents required for their conclusion.
The Labor Code of [Country] also permits citizens to work at several places and for different employers, subject to certain limitations. This means that individuals have the freedom to balance their professional lives, provided they adhere to the set restrictions.
However, there are restrictions on part-time work. State officials and those working in hazardous or harmful conditions are prohibited from engaging in part-time employment. For those who are eligible, the total work hours for a main job and part-time jobs combined should not exceed 12 hours a day. No more than eight hours can be worked at the main job, while no more than four hours can be worked on a part-time basis.
The Ministry has addressed reports of a ban on combining multiple jobs. They clarified that citizens are indeed allowed to work at multiple places and for different employers, but with certain limitations to ensure fairness and the protection of labor rights.
The use of electronic labor contracts, facilitated by ESUCL, simplifies all stages of the employment process, including the elimination of document collection. This digital shift not only makes the process more efficient but also ensures a more transparent and secure employment process.
Thanks to access to the electronic personal file of the candidate, the employer can obtain reliable data on the candidate's identity document, diploma, work experience, and qualifications. This streamlined process not only benefits employers but also job seekers, as it reduces the time and effort required to apply for jobs.
In a recent statement, Vice Minister of Labor Olzhas Anafin mentioned that the department is conducting a monitoring of employers' information on concluded labor contracts in the Unified System of Labor Contract Accounting (ESUCL). This monitoring aims to ensure compliance with labor laws and the protection of labor rights.
If the duration of the paid annual labor leave for part-time work is less than the duration of the leave from the main job, the employer can provide unpaid leave for the difference in duration. This provision is intended to ensure that part-time employees receive the same benefits as full-time employees regarding annual leave.
The head of the Ministry of Labor and Social Protection, Nurlan Nurymbetov, reported yesterday in the corridors of the Mazhilis, emphasizing the importance of these reforms in promoting a more flexible and efficient labor market in [Country].
These changes, aimed at modernizing labor relations and promoting flexibility, are expected to have a positive impact on the [Country]'s labor market, making it more attractive for both employers and employees.
