Integrity Chain Launches to Boost DPWH Flood Control Transparency

Integrity Chain, a civic-led blockchain platform, has been launched to enhance transparency in the Department of Public Works and Highways' (DPWH) flood control projects. The initiative, led by Donald Lim, aims to address public concerns over corruption allegations, budget overruns, and delays in these projects. The platform is set to be formally signed on September 30 at the Asian Institute of Management (AIM).

Integrity Chain uses BayaniChain (BYC) Ventures' Lumen and Prismo technologies, previously employed in the Department of Budget and Management and GoodGovChain. The platform records milestones and budget details of Foreign Assisted Projects (FAPs), independently validated by civic groups. This includes universities, media institutions, NGOs, and trade associations, who have been invited to participate as validators in the multi-sectoral validator model. The decentralized ledger is maintained by these validators, not controlled by government agencies.

The initiative seeks to log every allocated peso and project milestone on an immutable ledger, accessible to multiple stakeholders. If successful, Integrity Chain could set a new benchmark for civic-driven accountability in governance.

Integrity Chain's formal signing on September 30 marks the beginning of a new era in government transparency and accountability. By leveraging blockchain technology and involving multiple stakeholders in validation, the platform aims to ensure that every peso and project milestone in DPWH's Foreign Assisted Projects is accounted for and accessible to the public.
