Boosting Housing Construction in Baden-Württemberg: Challenges and Solutions Proposed by the BFW
In Baden-Württemberg, the Federal Association of Free Real Estate and Housing Companies (BFW) has been advocating for changes to boost housing construction. The BFW, a lobbying association for property developers and project developers, believes that changes in the state building regulations bring little benefit for new buildings.
According to Gerald Lipka, the state manager of the BFW, the current challenges in housing construction include lengthy and complex building permit processes, high construction costs due to material and labor shortages, regulatory and planning restrictions, financing difficulties for affordable housing projects, and balancing sustainability and cost-efficiency.
To address these challenges, the BFW proposes several solutions. They advocate for streamlining and digitalizing approval procedures to accelerate project starts. Encouraging public-private partnerships to leverage resources and expertise is another proposed solution. Promoting innovation in construction methods, such as modular and timber construction, to reduce costs and construction time is also on their agenda.
Lobbying for increased governmental support and subsidies for affordable housing is another key proposal. The BFW also focuses on sustainable development goals to align with environmental regulations while maintaining feasibility.
In addition, the BFW has criticized the state government for not loosening and flexibilizing the regulations for parking spaces in the state building regulations. Lipka, the state manager, considers the lack of action on parking space regulations as a cost driver. The BFW has called for more freedom for builders to regulate the parking issue differently depending on the municipality.
Last year, building permits worth 4.1 billion euros were issued for private households' projects in the southwest. Housing companies planned investments of 2.3 billion euros, while other companies and the public sector planned 500 million euros for similar projects. Lipka advocates for the promotion of private builders as a key factor in revitalizing housing construction.
