Button for Victims of Fraud to Appear in Banking Apps

Rewritten Article:

In Russia, a special button is on the way for victims of fraud in mobile banking apps provided by banks. Starting October 1, 2025, banks will be compelled to insert this feature into their mobile applications, as announced by the Bank of Russia.

This new regulation comes from the Central Bank's latest guidelines. Under the new rules, large banks are required to incorporate functions that allow customers to promptly report a fraudulent transfer. Moreover, with this button, you can acquire an electronic receipt about such an operation from the bank—it's essential for filing a police report.

"If a person directly contacts the police, they can respond to a question from the bank regarding whether they conducted the transaction under duress from scammers. With this procedure in place, police officers request information from the Bank of Russia," Bank of Russia representatives commented.

Apart from the special button, as of October 1, all banks must accept claims from residents who transferred cash to fraudsters using tokenized (virtual) cards. This scheme is one of the most widespread fraud methods today.

Notably, it doesn't matter if the victim is a client of a specific bank. The claim will be accepted at any bank.

Furthermore, starting March 29, all banks must notify parents or legal guardians of minors aged 14 to 18 about issuing them cards and about all transactions made on their accounts. The form and method of these notifications will be stated in the bank contract.

These measures were developed within a broader regulatory effort by the Bank of Russia to enhance consumer protection in digital financial services.

In Russia's banking and insurance industry, the new regulation announced by the Bank of Russia in October 2025 will require all banks to address financial fraud through the inclusion of a special button in their mobile applications for reporting fraudulent transfers. This regulatory measure is part of a comprehensive strategy aimed at enhancing consumer protection in digital finance, which also includes self-bans on loans and the "confirming hand" option, all working together to combat cyber-enabled scams and protect customers in the fast-growing technology sector. Under the new rules, parents or legal guardians of minors aged 14 to 18 will also be notified about issuing them cards and about all transactions made on their accounts, as part of the ongoing effort to strengthen digital consumer protection in the finance and banking industry.
